The concept of digital transformation means the transformation of government sectors and companies into business models that rely on digital technologies to innovate services and products and provide new channels of revenue that increase the value of their products. Externally, it also contributes to bringing government institutions and all sectors together to achieve common business.

Digital transformation depends on four enablers; The first is the techniques, which means the provision of hardware, operating systems and software, and the use of these systems with high operational efficiency Secondly the data that the relevant authorities are supposed to analyze in an efficient and effective way to provide reliable and complete qualitative procedures with the provision of tools for statistical analysis and future forecasting Thirdly, the provision of efficient human resources so that they are capable On the use and analysis of data, Fourthly, the procedural processes, which is the axis that uses all the above to produce the service, and its stages must be reviewed and improved (Process Improvement) and ensure its effectiveness according to the scientifically approved efficiency indicators for procedural processes and their improvements.

The key technologies for digital transformation are numerous, including cloud computing. This service is widely available at various local companies and contributes to cost savings, handling large data volumes, providing servers, big data technologies and real-time data analysis, which are programs that provide the information needed to make information-based decisions to take. Arising from data analysis, as well as artificial intelligence techniques, which are important programs and techniques in the automation of complex activities, such as its use to protect systems, data, medical fields, financial services, machinery manufacturing, and others, a technology available to us in Jordan.

Since all of the above technologies are sufficient for digital transformation, as evidenced by the examples presented, there is no technical reason to wait for the fifth generation technology to move forward in digital transformation, and if it is assumed that the implementation of digital transformation depends only on the fifth generation, how can the population and institutions of the governor once they are digitally transformed, while the inhabitants of another governor do not have a digital transformation, since the fifth generation services them not yet has achieved, and it is no secret that it will inevitably cause an administrative and institutional imbalance, and here there is no doubt that the transformation is an integrated system at national level and not piecemeal. In fact, we do not have self-driving cars and our industries are light, although we hope that Jordan will be among the world’s industrially advanced countries at all levels.

Many countries in the region have made excellent progress in digital transformation, and some of them have reached advanced stages with the recognition of international institutions, especially in the field of digitization of public services and the use of technologies that were available several years ago and with less efficient technology than we currently have, but the fifth generation needs to be provided as soon as possible, due to its technical advantages, which are expected to cover larger sectors, and we should not wait for the application of the services of this generation if a condition for implementing digital transformation, as it can be implemented with the technology currently available.
