Episode one: Absence of a philosophy of management and a plan to strengthen steadfastness
With the establishment of the National Authority, the achievement of national liberation became organically linked, not only to the unity of the people’s struggle against the occupation, but with the degree of success in crystallizing a comprehensive national vision around the requirements and foundations. of the democratic construction of the institutions, principles and values of the homeland that we are trying to liberate to be the homeland of all Palestinians wherever they are. This was stated in the Declaration of Independence that arose from the womb of the Great Intifada, which was not only a revolution against the occupation, but it was also a social revolution that led to popular democracy in all its dimensions, especially as a result of social transformations on the traditional legacy that prevailed for many decades before the Nakba and June defeats. The consolidation of democracy in the case of Palestinian society has always been, and will continue to be, organically linked to national progress and its breadth.
The government did not pay attention to this fundamental rule in the management philosophy, which should have drawn the essence of its attention to the fact that the function of the emerging national authorities, but rather the justification for their survival, depends mainly on the extent to which they are able to consolidate good governance and establish efficient institutions that are able to provide the best services they provide Citizens deserve it and need it, which also enables them to maintain their steadfastness on the basis of their homeland, which still the core, to strengthen. and title of the main battle with the occupier, who has not for a moment given up his expansionist ambitions, and still seeks to consolidate his occupation and circumvent and even liquidate the national rights of our people, not to mention what the so-called “democracy of the jungle of guns,” which means revolutionary legitimacy, is no longer sufficient for the continuity of government. Rather, it is the constitutional legitimacy through periodic elections that guarantees the citizen’s partnership and his role in the national process. political trends and the monitoring of compliance, not to mention the legitimacy of performance in accordance with the foundations and tools of accountability. Parliamentary and popular, the equitable distribution of wealth and the burdens of confronting the occupation, and the degree of compliance with the principle of the rule of law, the fight against corruption and the protection of public funds in the service of the struggle of steadfastness, which will remain the other side of the struggle of transformation. National pl.
And to the same extent that the powers of the government failed to crystallize such a vision, as they considered it a priority to end the occupation, exclusively through negotiations, and to be eager for Israel and behind it the United States are pleased to prove its dignity in meeting their demands, especially security, which over time results in a policy of “paeasement.” the enemy has changed.
Divide over illusion and struggle over legitimacy
At the same time, the forces that rejected the Oslo settlement, especially Hamas, had to do with the fact that the zeal of the organization and the authority in the adventure to search for a settlement was a slip that amounted to treason, even if it was not explicitly stated, and that it was an opportunity for them to overthrow the authority and control the legitimacy of the organization, more than it is. Desired to bring Oslo down and eliminate its dangers, it devoted all its efforts to sabotaging that process, not correcting it. it or addressing its weaknesses and bridging its gaps, and what it requires in terms of complementarity in roles and consensus in forms of struggle, objectively meets with the extremes of the so-called Zionist right, without caring that What actually happened an attempt to build the first entity core of Palestinian patriotism, whose responsibility is to provide the popular capacity for steadfastness, and to improve popular participation in the struggle to end the occupation, and that, with the degree of success in carrying out this task, the possibility of comprehensive national progress in defeating the occupation will depend, and To fulfill this task as a highest national priority, the responsibility of the people of authority and the people of the opposition is equal, and instead of the powers of rejection the role of the political opposition and in the approach to management and administration they went to rejection, in including the rejection of the reality built without faith Collective patriotism demanded consensus on the foundations of management and administration according to the Declaration of Independence, and not according to a hellish duel between the “Oslo negotiations in exchange for martyrdom operations.” Each side in this duel aimed to exclude the other, and we have not yet freed an inch of our land.
The second intifada and internal balance shift
In this context came what was called the second intifada, which from my point of view was Palestinian, which I had previously presented at the conference of the Palestinian Council on Foreign Relations, held in Gaza City in the presence of the first row of leaderships of Hamas and Fatah and the rest of the factions and independent national figures, that the content of the That intifada is slipping and increasing in the struggle for the internal balance of power in the struggle to gain legitimacy and unilaterally with it . , more than that it is a case of a united national struggle in the face of the occupation to get rid of its claws completely. She reiterated this opinion and warned of the dangers of the consequences of this absurd conflict during the Cairo dialogues in 2005, emphasizing that what is happening is a struggle over a change in the internal Palestinian balance of power, which is that time may have changed. favor of Hamas and against Fatah and the forces of authority and the organization that began to fail. His settlement program is clear without any serious willingness to review it, but as a result it has led to an unprecedented imbalance in the overall balance of power in favor of Israel, which was aimed at exterminating all and before them the Palestinian people and their ability to resist and confront, strengthen their local and international isolation and besiege them as a prelude to them in the square of division that formed from the point of view of The Zionist movement and the State of Israel is the most important historical achievement after the Palestinian disaster, and the establishment of their state on the rubble of Palestinian nationalism, as previously announced by Shimon Peres , the godfather of Oslo himself.
