The convening of the first national conference for donations, organized by the General Authority for Endowment Funds in Sana’a, was a national scientific event that would support and develop the performance of the donation, restore its status and improve its resources. .
The Awqaf Authority was keen to hold the conference, attended by a group of scholars, academics, researchers, financiers, businessmen, economists, civil society organizations, governmental, judicial and executive bodies, as part of its efforts to establish a modern endowment institution to build. contributing to the protection of the donation, its maximum benefits, the development of its resources and the activation of its vital role.
The conference aimed to consolidate awareness of collective responsibility for the promotion of donations, to contribute to the development of the legislative and administrative environment for the building of the Endowment Authority, the discussion and development of innovative and creative donation formulas and projects, and the study of building official and popular partnerships with the Endowment Authority.
The General Authority for Endowment Funds has from an early age tried to prepare for the conference, which discussed 22 research papers and scientific papers submitted by university professors, academics, researchers and scholars, and five scientific workshops in the educational, media, legislative, legal, economic, investment, endowment, development, innovative, financial and administrative aspects.
The head of the government, Allama Abdul Majeed al-Houthi, says: “One of the priorities and projects of the government was the establishment of the National Endowment Conference, as a first step in building the modern endowment institution with scientific methods and standards which promotes authority in various fields and paves the way for researchers and academics to actively contribute to the construction of this building. “
He added, “We are counting on building the government as a modern donation institution so that we can promote donations, protect its funds, develop its income and invest its surplus in a way that enhances its revenue and its important role in the service of the community in different fields of property. “
Al-Houthi stressed that upgrading the donation, its protection and its development is an important and difficult responsibility that requires the joint efforts of the official authorities of the legislative, executive and judicial authorities, in addition to the popular efforts of scholars. , thinkers, researchers, preachers, professional media, educators, civic institutions, social figures, tribal leaders, businessmen and society.
He said: “The donation is God’s money. It is donated by the donations to build the houses of God and help the needy in all aspects of goodness and charity, and it is a joint responsibility in which the government will not does not succeed, except with the solidarity of all and the joint efforts of each of his position and responsibilities, in a way that acquits us all before God. “
Chairman of the Scientific Committee of the Conference, Dr. Muhammad Al-Qattabri, in turn, indicated that the conference was based on three main axes, the first of which was “the endowment between religious responsibility and practical reality”, while the second axis was about “the elements of building the General Authority”. for Endowments “and included seven scientific researches, and the third focused on” Standing Between Challenges and Aspirations “, which included eight scientific papers.
He explained that the first included five scientific research, the second included seven research and the third included eight scientific papers, and emphasized that the convening of the conference was in the interests of the leadership of the Endowment Authority. draw on scientific expertise in solving the administrative, investment and technical problems the donation suffers in Yemen.
The importance of the First National Conference on Endowment Funds lies in the research and working documents it included that covered all aspects related to endowment, starting with its definition, its divisions and its objectives, including its characteristics, legality, the characteristics of the endowment in Islam and its types, the endowment in Yemen, and the scientific and social position it occupies.
During its first national conference, the General Authority for Endowments was interested in putting the legislative, legal, financial, administrative, developmental, innovative, educational and media axes on the list of priorities for research and scientific papers presented, which the reality of each axis and its shortcomings and has developed solutions and treatments for it.
The Deputy Secretary of the Ministry of Higher Education, Dr. Ghaleb Al-Qans, who participated in the conference with a scientific paper entitled “The Endowment and Its Religious Place in Yemeni Society,” says that the donation played a major role in strengthening the preservation of the Islamic community after many negative and a variety of deviations, and the donations continued to provide Yemeni society with resources that keep it alive, its sustainability and continuity in all aspects.
He said the donation in the religious area has the most prominent role in building mosques, contributing to the dissemination of science, the establishment of schools and libraries, and the payment of teachers’ salaries.
Dr. Al-Qans has touched on some areas in which endowment has played a major role in supporting and sponsoring them, including mosques, knowledge students and the care of the poor and orphans. He pointed out the importance of the donation in supporting social, health and scientific solidarity, and caring for the elderly, needy, widows, divorced women, families of martyrs, war wounded and people with special needs.
He recommended the expansion of donation banks to include the fields of scientific research, the establishment of donation universities and the expansion of their contribution to the social, developmental and economic aspects.
In view of the orientation of the revolutionary leadership and the Supreme Political Council, to develop the investment and economic sectors, the General Authority for Endowment Funds was eager to address the investment aspect, by allocating an axis in the first national conference for donations, and the presentation of research and scientific papers in this aspect by professors, academics and researchers.
Where papers and scientific research have identified the challenges facing the investment of donation resources to develop human capital, particularly in developing countries including Yemen.
In his scientific article entitled “Investment of Endowment Resources for Human Capital Development Opportunities – Challenges”, Assistant Professor at the Faculty of Commerce, Imran University, dr. Abdullah Al-Adi dealt with the concept of investment and endowment, its money and resources, the origin and development of endowment and human capital.
He touched on the role of human capital in economic growth and infrastructure, and the main characteristics and ingredients for the development of endowment resources … and points out the importance of focusing on the investment activity of endowment, paying attention to endowment resources and focus on vital economic sectors.
While Professor of Sharia and Law at the University of Taiz, Dr. Abdul Hafeez Al-Rumaima, in a scientific article entitled “Investment of the Waqf between Doctrinal Discharge and Purposeful Consideration” the concept of the purposes in general and the purposes of the donation in particular.
He pointed out the specificity of donation investment, the nature of the investment, the old doctrinal and legislative position, the deliberate consideration of donation investment and the issue of selling donations in religious sects and among scholars.
Dr. Al-Rumaima has made a number of recommendations to promote and develop the donation work by creating draft laws, regulations and decisions related to donations, following up on their acceptance and implementation and setting the foundations, controls and standards that comply with them. must be. to ensure the success of endowment investments.
The second axis of the scientific workshops that took place during the conference was devoted to the economic and investment aspect of the donation, entitled “Towards an optimal investment for the development of donation resources according to best methods and practices.”
The workshops dealt with five working documents on the importance of donation companies contributing to the financing of donation investments through public subscription, the vision of civil society to promote the development role of donations in Yemen, the gap between the size of donated items and income obtained from them, the investment partnership for the development of donation resources, and the risks of donation investment in The shadow of aggression.
The economic and investment axis workshops included the role of donation investment in the development of scientific and geographical institutions in maturity services in Yemen, the economic and development injustice of the maturity and the determining factors of the relationship with the local government in the development of maturity resources. and the extent to which contemporary investment benefits and the study of some experiences in it.
Given the importance of this axis, the conference’s recommendations emphasized the need to diversify endowment investments in order to achieve community participation, increase endowment resources, support economic development and work to establish a holding company and an endowment bank dedicated to the management of endowment investment projects and the identification of priority investment areas required by the current situation and the investment of the endowment interest and the national interest.
In this regard, the participants emphasized the need to prepare regulations and policy guides organized by the investment partnership to enable the official authorities to enter into an effective partnership with the government, as well as to find investment facilities and incentives for investors. entices to enter into endowment. investments, especially agricultural investment, to contribute to the achievement of self-sufficiency in grain.
They emphasized that the recommendations that the conference had put forward would contribute to the building of a modern, independent national donation institution that would restore the donation and make it available to those who were endowed with it. entrusted to them. in implementing the recommendations, and applying them to reality.
