The wind of the session to elect members of the parliamentary committees did not come during the marathon day yesterday, as the ships of the representatives, or some of them at different levels, coveted, which forced the parliamentary speaker Nabih Berri to a set new date next. Friday afternoon to complete the election process for the members of the 16 parliamentary committees, and then the Election of the chairmen and rapporteurs of these committees, who are apparently subject to a voting process unless consensus is reached among the members of the deputies, even from the same team, alliance or understanding.
Yesterday’s sitting dedicated to the election of members of the parliamentary committees witnessed, over the course of two morning and evening rounds, the process of election of 14 members out of 16, and the health and education committees continued, after repeated attempts at understanding under Berri’s success scored in the victory of five committees by acclamation in the morning period, which are: “Foreign Affairs Committees:” Media and Communication “,” Youth and Sport “,” Human Rights “and” Women and Children “, while the session was opened with the process of electing members of the “Administration and Justice” and “Finance and Budget” committees, which lasted for hours, given the competition process and the large number of candidates for membership in these two The two main committees.
The evening period of the session, which was increased from three to six for break and lunch, also recorded a victory by acclamation for four committees: “Agriculture and Tourism”, “Environment”, “The Displaced” and “Information Technology,” and witnessed the election of three committees: “Interior and Defense.” Municipalities, “Public Works, Energy and Water” and “Economy and Trade” have 12 members, while 22 deputies have been nominated for this membership.
Apart from the profit and loss accounts that may be recorded here and there, the following notes may be recorded:
Firstly, the committee membership election process is not the first in Parliament’s history, nor will it be the last. Similar processes took place in 1996 and 2005, but it did not last long after it became clear that consensus the easiest is not. and the easiest to perform this process.
Second: Representation and parliamentary participation of different blocs and orientations are distributed among all committees, even in different ratios, and the desires of some to enter membership in some committees are not fulfilled in preparation for reaching the presidency or the rapporteur.
Thirdly, the session proved once again that there are no permanent majorities in Parliament 2022 and that some MPs, especially the MPs of the “Forces of Change”, need more realism to act under the dome of Parliament.
Fourth: Four delegates were absent from the session with apologies: Ghassan Hasbani, Wael Abu Faour, George Okeis and Ashraf Rifi, while representatives Taymour Jumblatt, Ziad Hawat and Pierre Bou Assi were absent without apology.111 in the evening polls.
Fifth: The session was not free of sharp political views and debates against the background of MP Paula Yacoubian’s demand to turn the session into a session to discuss the issue of Israeli oil exploration within line 29, and to speed up the proposed approve law that defines maritime boundaries and protects national wealth.

And the case did not end here, but continued with a response to Berri to Yacoubian’s words, in which she said that Berri did not agree to hold a legislative session for this purpose. Sixth: The session included more than one debate station, whose star representatives were of the “change”, especially Firas Hamdan and Charbel Massad, against the background of the nomination mechanism and the drafting of the names, which included the intervention and reactions of the vice necessitated. -President President Elias Bou Saab and the two representatives, Salim Aoun and Ali Hassan Khalil, who addressed the representative, Firas Hamdan, by saying “My son”, the latter replied and said: “I am not yours boy not, I’m your colleague. ”
Seventh: The differentiation in performance and proposals began to crystallize among the new representatives by, for example, what was proposed by Representative Waddah Sadiq in terms of his proposal to form two committees.
Eighth: The results of the session showed that the electoral process and its mechanisms within the council require constitutional amendments and amendments to the internal system to solve a number of problems in the manner of voting, counting and others.
Ninth and lastly, it must be remembered that the election process that has taken place and has not yet ended will be the subject of review and investigation after about five months, that is, at the beginning of the October session of the House of Representatives and the renewal of the election of its standing committees in accordance with constitutional principles, and then it becomes clear whether the battles that have taken place for the purpose of work and productivity Or to record posts, and the deputies, especially the new ones, will be. under the microscope of public opinion.
Finally, and despite the tense atmosphere that accompanied the sitting, the Speaker of the Council received a few glances that softened the atmosphere, including that he was leaving the hall and chairing the sitting to his deputy, Elias Build Saab, handed over. .. Then he returned to the hall and took the presidential podium and stood for a few minutes behind the chair without noticing it.
