Last night (Monday) the work of the Fourth Conference of the Organization of Islamic Cooperation on Mediation “Experiences and Prospects”, organized by the Saudi Ministry of Foreign Affairs in cooperation with the General Secretariat of the Organization of Islamic Cooperation, on 5 June closed -6 in Jeddah, Saudi Arabia.

During the conference sessions, the speakers emphasized that mediation and good offices are the best way to resolve disputes, with the need for political will and impartiality, with respect for the sovereignty of states and non-interference in their internal affairs.

They pointed out that Islamic values ​​represent fundamental factors in resolving disputes, emphasizing the importance of taking into account the cultural sensitivities of the parties to mediation, and of drawing inspiration from the religious and cultural heritage and good practices. and traditions of the communities affected. through these conflicts.

Speakers in the sessions called for activating the role of women and youth in mediation efforts and for ensuring the participation of groups directly affected by the conflict, and that the negotiating parties have the leadership of negotiations during mediation.

They also called for information technology and modern technology to be invested in mediation processes, to identify the economic, social and political causes of conflict, and for the mediation process to coincide with the peacebuilding process.

They stressed that mediation should be multidimensional and not just focus on the path of direct dialogue between the two parties to the conflict, but rather expand to include technical and logistical support and training.

They stressed the importance of partnerships between regional and international organizations, given that it has all its capabilities and strengths in mediation.

The speakers pointed out the importance of mediation to warn the parties to the conflict about the consequences of not reaching a peaceful solution, and in this regard noted that the means of pressure and sanctions can contribute to the success of the negotiations.

The speakers made it clear that mediation does not have the authority to make decisions, but rather helps the parties to the conflict to make their decisions.

They encouraged the mediators to adopt the approach of simplicity and speed in the facilitation between the parties to the conflict, and to use appropriate language that takes into account the views and views of the parties, and that mediation is characterized by readiness , flexibility and consistency. .

The Permanent Representative of the Kingdom of Saudi Arabia to the Organization for Islamic Cooperation, Dr. Saleh bin Hamad Al-Suhaibani, in the report at the end of the conference sessions conveyed the gratitude and appreciation of the participating delegations to the Government of the Kingdom. of Saudi Arabia, led by the keeper of the two holy mosques, King Salman bin Abdulaziz and his crown prince, Prince Muhammad bin Salman bin Abdulaziz, may God preserve them, and they praised the capabilities provided by the Saudi Ministry of Foreign Affairs and the organization is provided by Islamic Cooperation to make this important conference a success, coming in sensitive circumstances that plague the world, while noting the diversity and richness of the conference sessions, discussions and constructive ideas that came out of this conference has, especially at the present time.

The Permanent Representative also expressed his heartfelt thanks to all the delegations, organizations, centers and personalities with experience and knowledge who participated in this conference and attended its work.

He also thanked the General Secretariat of the Organization for Islamic Cooperation for its fruitful cooperation with the Saudi Ministry of Foreign Affairs to make the conference and its work a success.

Al-Suhaibani explained that the number of countries participating in the conference was about 50 countries, in addition to 10 organizations affiliated with the Organization for Islamic Cooperation, six regional and international organizations, and 13 observer countries in the organization, in addition to all envoys. of the Secretary-General of the Organization for Islamic Cooperation for Africa, Myanmar, Afghanistan, Jammu and Kashmir, and a number of specialized research centers and interested universities in Saudi Arabia and abroad.

Al-Suhaibani said that the Kingdom of Saudi Arabia, in continuation of its supportive approach to the decisions of the Organization of Islamic Cooperation since its inception, and as the head of the current Islamic summit, during this week two important decisions of the Council of Ministers of Foreign Affairs of the Organization of Islamic Cooperation, where this conference, which concluded its work today, comes in the implementation of the decision Ministerial Council No. 48/53-Q on mediation.

He added, “As well as the implementation of the decision to request support for the Humanitarian Trust Fund for Afghanistan, which was established during the forty-eighth session of the Council of Foreign Ministers in Islamabad, Islamic Republic of Pakistan. “

The Permanent Saudi delegate also outlined the objectives of this conference, in particular the exchange of effective regional and global experiences in the field of mediation, conflict prevention and resolution, and works to activate the role of preventive diplomacy in this field, in addition to discussing the challenges and problems facing mediation efforts, as well as the conference’s effort to strengthen the role of the organization Islamic co-operation in the field of regional and global peace and security, and the creation of a new mediation mechanism; by the organization’s capabilities and capabilities for resolving conflicts, especially in the light of statistics indicating that more than 60% of conflicts fall within the geographical scope of the Organization for Islamic Cooperation.

Al-Suhaibani was of the opinion that this is undoubtedly a milestone in the history of the General Secretariat of the organization and the Kingdom’s important initiatives in support of the implementation of the decisions of the Council of Ministers, as it is one of the countries always the first. and the first in this regard, emphasizing that the guidelines of the Kingdom’s leadership seek to activate the instruments of joint Islamic action in a manner that serves the Charter of the Organization of Islamic Cooperation and its objectives, and points out that the Kingdom is moving towards the implementation of these decisions, its efforts are united and it is undoubtedly looking forward to joint efforts and the movement undertaken by other member states in this regard, and looks forward to the OIC General Secretariat implementing decisions with other countries will follow up to achieve viability and efficiency.

In turn, the Assistant Secretary-General for Political Affairs of the Organization for Islamic Cooperation, Ambassador Yousef Al-Dubaie, said that the General Secretariat of the Organization welcomes any new proposal regarding the conciliation conference and the development of work tools in mediation. .

Al-Dubai discussed the main ideas and discussions of the conference, referring in this regard to the completion of the network of mediators of the member countries of the Organization of Islamic Cooperation, the use of the network of mediators to send factual broadcasts, the development of early warning mechanisms at national and regional levels, and support for the establishment of centers specializing in Mediation Studies and Building and Capacity.

He also noted that the conference also concluded with the generalization of mediation in the structure of the Organization of Islamic Cooperation led by the comprehensive reform efforts of the Organization of Islamic Cooperation led by the Guardian of the Two Holy Mosques, King Salman bin Abdulaziz, during his honorable presidency of the 14th Islamic Summit held in Makkah Al-Mukarramah, and to continue the discussion on the activation of the Court of Justice The Islamic Conference, especially in the light of the complex security conditions and challenges and conflicts, activates the contact group on peace, begin preparations for the Fifth Mediation Conference, and expand the circle of humanitarian partnerships.
