The Library Authority has launched its strategy to develop the library sector in the Kingdom according to a new vision that aims to upgrade and develop libraries and transform them from mere information containers to comprehensive cultural platforms that embrace activities and events that attract members of society. to its primary role related to the development of reading habits, enrichment of knowledge and raising the level of information awareness. In order to achieve the leading role of libraries and the social and economic impact expected of them, the strategy included multiple initiatives that serve the sector, partners and the general community in the belief in the crucial role that libraries play in achieving the objectives of the Ministry of Culture based on the objectives of the Kingdom’s Vision 2030 as participatory cultural development platforms in an attractive environment, working on capacity development, ensuring continuous education, business development, innovation, invention and workforce development, and ensuring international knowledge exchange and cooperation .

An information society that participates in building a knowledge economy

In building its strategy, the authority relied on a number of inputs represented in the review of more than 110 relevant local, regional and international documents, the involvement of a large number of internal and external stakeholders through interviews, workshops and focus groups, and work with local and specialized experts and a number of international experts in the Libraries sector, and benchmarking with 27 countries to extract lessons learned, in addition to analyzing the challenges of the current situation, and to arrive at a definition of the sector, the functions and powers of the authority; By which it came out with a vision, mission, ambitious values, strategic pillars, goals, initiatives and key performance indicators. The Library Authority’s strategy defined a vision for the library sector represented in “an information society that participates in building the knowledge economy and achieving sustainable development goals.” Its mission was to “empower the library sector community.” In the Kingdom to contribute to economic, educational, social and cultural growth,” while the authority identified five values: interaction, passion, excellence, trust and creativity.

The Library Authority’s strategy was based on three strategic pillars that will contribute to the growth of the library sector in general and to the improvement of performance, including the development of the library sector through planning, development of standards and regulations, studies and statistics, financing and investment, and the development of cadres, while the second pillar was to promote community participation. To increase the level of information awareness in the Kingdom by facilitating access to library services, and carrying out awareness and promotion activities to increase the community’s interest in library services, while the third pillar dealt with the development of administrative and operational efficiency, in order to develop the authority’s capacity to lead the sector by ensuring a positive working environment, and to develop the capacity of the authority’s employees to effectively engage local and international stakeholders.

9 Objectives of the Library Authority’s Strategy

The Library Authority’s strategy has nine main objectives associated with the three main pillars, including four objectives for the first pillar, namely supporting the digital transformation of library services, developing the efficiency of the sector, encouraging innovation and investment , the development of the funding source. system, and three objectives of the second pillar, which are improving access to library services, and increasing the level of information awareness, strengthening reading habits, revitalizing libraries as centers for education, culture and community development, and the two objectives of the third pillar, namely providing an attractive work environment, building advanced internal capabilities, and activating local, regional and international partnerships.

35 various initiatives on which the strategy will work according to specific time stages, with the aim of creating a growing movement in the library sector at various levels. The initiatives are the design and construction of a public digital library, the children’s digital library initiative, the public library automation initiative, and the initiative to build an electronic platform for private libraries The initiative to develop standards and guidelines for libraries, to propose rules and regulations, and to create databases for the library sector in the Kingdom building, and to participate in the development of national plans, and to establish a center for studies and research The initiative for business models for public-private partnerships, the initiative to stimulate innovation in the library sector, the initiative to sponsor and attract concessions, the initiative to design and build plans to generate sustainable income, the donate ing and donation models initiative, in addition to the initiative to provide library services in gathering places, and the initiative to provide mobile library services, and the implementation of the unified map network, and the design and implementation of a group of interactive exhibits for children and students emerging technologies, developing interactive reading experience techniques, implementing information games targeting children and young people, organizing national competitions targeting young people, designing workshops to increase information awareness, participating in the preparation and leading of development activities with partner agencies, in addition to the development of public libraries, and organize and launch the “National Day” for Saudi Libraries, design a set of participatory presentations targeting youth and children, implement a set of interactive presentations for the family, library friends empower, develop social activities for employees and monitor their level of happiness, motivation and development of employees’ competencies by attracting talent and providing best-in-class training courses Identify and close partnerships, registration with major regional and international library associations , and hosting regional and international conferences and workshops.
