In a meeting held today, Prime Minister Mostafa Madbouly followed up the implementation of the national project for the development of the Egyptian family, in the presence of Dr. Khaled Abdel Ghaffar, Minister of Health and Population, Dr. Hala Al-Saeed, Minister of Planning and Economic Development, and Dr. Tarek Tawfik, Deputy Minister of Health for Population Affairs, and Dr. Amira Tawadros, Director of the Demographic Center.
Dr. Rania Al-Mashat, Minister of International Cooperation, Nevin Al-Kabbaj, Minister of Social Solidarity, and Dr. Maya Morsi, President of the National Council for Women, also participated via video conference.
At the beginning of the meeting, the Prime Minister confirmed that the government is keen to periodically follow up the implementation of the Egyptian family development strategy, and the progress of work on the projects specified in it, as he considers it as a file of major considered important to the Egyptian state, given its goals that take the “Egyptian family” as a main pillar to build the new republic. Through the implementation of a clear strategy that contributes to the control of population growth, to the state’s efforts to achieve comprehensive and sustainable development in various sectors.
Dr. Khaled Abdel Ghaffar, Minister of Health and Population, indicated that there is permanent coordination with the ministries and relevant authorities, regarding the programs of the national project for the development of the Egyptian family, and pointed out that the ministry has a number of carrying out interventions within the framework of the project, thereby establishing a wide base of health and development centers. The family, with a total of 285 centers across the republic, starts with 52 centers in the first phase, at a cost of 1.4 billion The minister presented models for the interior and exterior designs of the targeted centres.
The Minister also handled a plan for the operation of family health and development centers, where he outlined the services that these centers will provide, in the treatment and service aspects, which include the provision of family planning services, the implementation of presidential initiatives in the medical framework, including the provision of advice, reviewed. and health education, and providing vaccinations for children according to the Schedule of the Ministry of Mandatory Immunizations Health, in addition to social marketing of family planning services and raising awareness of its importance, and providing free family planning methods in all units.
The Minister of Health and Population touched on the proposal of manpower in the family development centers, in terms of numbers in each center of doctors, pharmacists, nurses, administrators, rural pioneers and support services, as well as the proposal of the organizational structure of family development centers, as well as training programs to rehabilitate and increase the elements of the system. He pointed out that an e-learning platform is being prepared on the website of the Ministry of Health and Population which includes basic training curricula for doctors and nursing.
Dr. Khaled Abdel Ghaffar also presented the position of the implementation of mobile clinics and noted that 500 medical cars equipped as a German-made mobile clinic were contracted as a first contract, of which 250 were actually received, and another 500 cars are as a second contracted. He also touched on the situation To motivate rural women pioneers who are considered an important element in the process of raising awareness of demographic issues in Egyptian society.
Addressing the role of the ministry regarding the mechanization axis, the minister explained that a database was built for the beneficiaries of various services for women’s health, from presidential initiatives and family planning efforts, and they numbered about 17 million women, confirming that it agreed to link it with the family development system, adding that the role of the hotline (we are with you) will continue to be activated, as well as an agreement with the Ministry of Planning to start a hotline for the National Family Development. Project and to integrate it with a national family planning hotline (19559) to be a unified hotline to answer any queries.
Dr. Hala Al-Saeed, Minister of Planning and Economic Development, drew attention to the importance of the project, which enjoys great support from the political leadership, and through which the roles of many ministries and relevant authorities are integrated, cooperation and coordination has been achieved in the implementation of its programs, explaining that it mainly aims to improve the quality of life of citizens by controlling population growth and upgrading population characteristics, by working on various axes, including economic empowerment, service intervention, cultural, awareness and educational intervention, legislative interventions, digital transformation, and follow-up and evaluation of targets.
In her turn, the Minister reviewed the executive position of the national project for the development of the Egyptian family and pointed out that the state aims to, through the implementation of this important project, the quality of life of citizens, as well as their demographic characteristics , in addition to controlling population growth, by applying a set of axes and interventions that will contribute to the achievement of these goals, and among these axes and interventions are related to economic empowerment, service intervention, as well as related to cultural , awareness and educational intervention, in addition to the axis of digital transformation, and what it requires of legislative intervention, as well as the material incentive program “insurance policy”, the implementation of which comes in light of the mandates of the President of the Republic, which in this regard shows that a number of indicators have been identified to measure the performance and effectiveness of inte to measure trends and measures in the different axes.
Al-Saeed explained that the geographical scope of the project, in its first year, which started in early July, targets the governorates of the first phase of the presidential initiative “A Dignified Life”, which includes more than 1,500 villages , and pointed out that the preliminary phase of the project has started since the launch of President Abdel Fattah El-Sisi, the President of the Republic, for him in February 2022, until last June.
In turn, Dr. Amira Tawadros indicated that the digital transformation axis aims to automate and link all services provided to the Egyptian family to provide all data and information for the National Family Development Project, adding that families and their data registered on the family is. development platform, and also note that a hotline “19559” has been assigned. For the services of the Egyptian Family Development Project, which is linked to the Ministry of Health and Population, the Ministry of Social Solidarity, and the National Council for Women, an internal number has been assigned from each entity to receive all inquiries from service recipients.
The Director of the Demographic Center pointed out that in relation to the economic empowerment axis, and in relation to training and education, some 54,000 women have been trained in project management, marketing, financial transactions and life skills in 52 centres, in addition to economic and financial awareness for approximately 256,000 women through home visits and seminars Economic awareness and community dialogues.
Tawadros revealed that a training manual on entrepreneurship has been prepared and a working team of 370 trainers has been assembled from the governorates to spread the culture of entrepreneurship for women in local communities, as well as the implementation of more than 3,000 training courses covering more than 81 000 benefited. women, as well as the implementation of the financial education program “Rational handling of my money” within the National Council for Women, which qualified 78 trainers to spread financial awareness in the community, which accredited the first 17 national trainers in the field of financial education and the implementation of more than 1,400 courses for more than 63 thousand women.
With regard to economic empowerment through the provision of projects, Dr. Amira Tawadros indicated that more than 28 thousand jobs were provided by micro-enterprises, productive families, production units and vocational training centers in the targeted locations of the program, in addition to providing 25 production training units at the headquarters of the branches The National Council for Women in the governorates and local units, and the supply of machines for 59 sewing workshops.
Regarding the service intervention axis, it was noted that in relation to family planning methods, more than 27,000 mobile clinic visits were carried out in remote, slum and deprived areas, during which service was provided to about 331,000 beneficiaries, in addition to the implementation. of about 1,800 reproductive health convoys and service awareness convoys under The slogan “Our Day is Better” is to provide free family planning services and resources, during which the service was delivered to about 132,000 beneficiaries, in addition to implementing 4 promotional campaigns to cover all governorates of the Republic, through which the service was provided to more than 1.3 million beneficiaries, and approximately 8 thousand visits through the visiting doctor system, through which services were provided to approximately 160 thousand beneficiaries.
