The Ministry of Administrative Development, Labor and Social Affairs has issued a work procedure guide for safety and health prevention measures in “nurseries” to avoid the risk of infection with the emerging coronavirus (Covid-19) and limit its spread.
The Ministry said that the guide is based on its tasks, which include supervision of the nursery sector, and as nurseries represent a suitable environment for the transmission of infection between children and workers, due to the time they spend in them, and the unrestricted nature of children’s activities, and in the implementation of the Ministry’s role in the national plan for the gradual and strict lifting of restrictions imposed in the State of Qatar due to the Corona pandemic.
The ministry said in the guide that the target group of the procedures are the owners of nursery licenses, and the cadres who work in them from management, babysitters and workers, in addition to parents of children, children’s guides and children.
In detail, the ministry said that the general procedures include:
The nursery sends an official letter to notify the Ministry that it has complied with all health requirements within the nursery, provided the signature of the nursery house licensee indicates his commitment to meet all the requirements of the Ministry of Public Health and the Ministry’s instructions in the nursery. of the Ministry.
And she continued: It is not allowed to open nurseries whose license has expired and the license has not been renewed up to the date of the opening of the nurseries. It is also not allowed to open nurseries that have not obtained a health facility license for the nurse’s room from the Ministry of Public Health up to the date of the opening of the nurseries.
She added: All employees of the nursery must show the “Ehteraz” application, as well as those who accompany the child when they bring him to the nursery, to ensure the presence of the green symbol, which symbolizes (good health) .
With regard to financial transactions, the Ministry indicated the importance of encouraging parents to pay custody fees using online banking, electronic transfers or credit cards. If parents want to pay in cash, they must put the amount due in an envelope, where it will be received by the kindergarten administration at the main gate. In addition to sending receipts for payment of kindergarten fees or children’s reports by email or the WhatsApp application to parents, with original copies stored in the kindergarten until further notice.
And she continued: If one of the parents wants to obtain a paper receipt, the kindergarten administration must contact him by phone to inform him about how to deliver the receipt (put the receipt in an envelope and hand it to the guardian at the main gate from the nursery).
As stated in the guide, the nursery must submit all workers to an examination for the Corona virus, and it only starts providing the service after the negative results of all workers appear. In addition to the exclusion of female workers who have special conditions such as (breastfeeding, pregnancy, chronic diseases, immunodeficiency diseases) from working in the nursery.
In the event that any infection occurs in the nursery, it is closed for a period of (14) days, sterilized, and the injured person re-examined before accepting his return to work, or joining the nursery if he has a child is The nursery administration is also regularly informed about the latest developments in virus prevention, according to the recommendations of the Ministry of Public Health and the relevant official authorities, and applies and distributes them to workers. With the need to provide a separate room dedicated to the isolation of suspected cases so that they can be received by the parents. And make sure there are at least two phone numbers to communicate with the parents in case of any emergency, God forbid.
** Reception of children:
The Ministry clarified in the work procedure guide for safety and health prevention measures that it is forbidden to receive children from contact with coronavirus patients, and parents sign a written promise not to bring the child in case they or their child comes into contact with any of the coronavirus patients.
It is also forbidden to receive children (and the parents are notified in advance to confirm this) who have symptoms of a high temperature above 37.8 degrees Celsius, dry cough, vomiting, runny nose and shortness of breath.
And she continued: Receive 50% of the kindergarten children to prevent overcrowding in the house, and until it is confirmed that everything is going well in the kindergarten, and specify the working hours of the kindergarten from 6 in the morning to 3 in the afternoon. And the provision of thermal sensors to measure the temperature of children periodically in the nursery (more than once during the working hours of the nursery), especially when children are received, in addition to the provision of hand sanitizing materials at the door of the nursery, which by parents are used to sterilize their hands and the hands of their children before opening the door of the kindergarten. Children are received quickly at the door of the kindergarten to prevent overcrowding and to maintain social distancing conditions.
As stated in the guide, it is forbidden to receive parents and visitors inside the nursery, and all children and nursery workers are obliged to take off their shoes outside the nursery, while wearing special clean shoes inside the nursery.
The nursery should promote social distancing as much as possible, including limiting large groups as follows:
Compliance with the policy of separating children for different age groups, and separating groups into separate rooms as far as possible, especially for infants and toddlers, and refraining from joint activities for children that require huddle and contact, and not sharing games for younger children (toddlers). And create social distance in the classroom, during recess and in the gym, and prevent sand games.
The health guide also dealt with the procedures that caregivers must follow, namely: the constant sterilization of their hands, especially before meals, after feeding children, before and after changing diapers, when accompanying a child to the bathroom, and before caring for babies, by washing hands with soap and water or using a sterilizing fluid designated for this purpose. .
All workers in the nursery are obliged to wear masks and gloves during work, and not to touch the eyes, nose and mouth, as well as to avoid shaking hands, kissing and physical contact. Because avoiding such behavior greatly reduces the transmission of the virus and maintains public safety. And not to come to work if he has been in contact with a person infected with the Corona virus, or a suspect, and not hesitate to request leave and holidays in case of suspected infection or when he is tired and don’t feel sick.
The guide also emphasized the need to stick to the absorption capacity of the available spaces to ensure that there is no overcrowding in them, and to educate older children about the need to maintain hygiene and to use as much of it as possible. to refrain from touching the face with the hands. and to enforce frequent hand washing with soap and water every hour, and to sterilize hands with licensed sterile materials, and to observe health safety conditions. When feeding children, ensure that food and utensils are not shared between children in any way, and direct sterilization of surfaces and utensils after meals.
And he continued: constantly throwing away waste in the nursery and using the trash can that can be opened with the foot. With the increased use of sterilizers and cleaning agents during the day, it is necessary to consider the placement of all sterilization and cleaning materials in a designated place out of reach of children and to ensure that they are closed with a lock, while it is being placed. sterilized material for hands in a high place out of reach of children. Ensure that the water cycle is sterilized before and after each child’s use, with the importance of sterilizing the base of each child’s spare mattress after use.
And the guide added: Beds, covers and mattresses are not shared between children, and covers are washed at least weekly, and spacing is observed between children’s beds, and workers from cleaning companies, or maintenance companies, are prohibited from entering the kindergarten during working hours, while observing all precautions, especially masks. And show the Ehteraz application before entering the nursery.
** Isolate suspected children:
And the health guide said that if any of these symptoms appear in the child, he is isolated directly from the rest of the children in the presence of his guardian in a separate room, until he is received by the parents, and care and caution was taken by the nanny in handling him to prevent the transmission of infection to children in the nursery. ** Social distancing:

One approved entrance is designated for the reception and delivery of children, provided that it ensures that parents or chaperones do not enter the nursery, and children are received by nursery workers and delivered to and from parents or chaperones.
The guide added: The time of delivery and reception of children is divided with parents or chaperones by communicating with them to prevent overcrowding and to maintain distance. And reduce overcrowding in the classroom by reducing the number of children. If a bus is provided to transport workers, their number will be reduced to half the capacity of the bus.
** Sterilization and hygiene:
The health guide also emphasized that the nursery must take into account the provision of hygiene and sterilization supplies and make them available to children and workers, provided that sterile material for hands is provided in each of the nursery rooms in a safe place out of reach. of the child.
