The Ministries of Culture and Education have launched a strategy for the development of cultural capacities, in partnership with various entities, to link educational outputs to the needs of the labor market in the cultural sector. The strategy will culture and art at all stages of technical and career path. education and training, and develop the educational environment, to develop the cultural sector and elevate it to broader areas. In light of the Kingdom’s Vision 2030, which paid great attention to culture as an important element in improving the quality of life of society. His Highness Prince Badr bin Abdullah bin Farhan, Minister of Culture, said earlier that the national strategy is a natural outgrowth of the great care given to the education and culture sectors, as development projects related to these two vital sectors are a advanced position in the main government programs related to Vision 2030.
He added: We always say education comes first, especially in the area of culture and art, and creativity in general. In light of this, we are launching a strategy for the development of cultural capacities in order to develop the cultural and artistic capacities and skills of members of society through a set of policies, standards, academic programs and capacity development opportunities that enrich cultural creativity in the Kingdom , and ensures the linking of education outputs to the needs of the labor market and supports sustainable practice in the cultural sector.
The strategy for the development of cultural capacities adopted a comprehensive national approach to ensure consistency and effectiveness and to strengthen relationships with partners. The strategy studied the current educational and training programs across the stages of education, and came up with a number of challenges facing the cultural sector in the course of capacity development with the aim of addressing them and identifying directions based on the desired priorities and targets. The strategy is to achieve its first goals by 2026, including that more than half of general education schools provide cultural extracurricular activities, and that more than 5% of general education graduates choose to specialize and to work in the cultural fields, in addition to graduating more than 20 thousand specialists in the field of culture from the two stages. Higher education, technical and vocational training, access to 120 training institutions in the fields of culture and art, and support for amateurs so that more than 14% of Saudis have hobbies related to culture and art.
The strategy identified six objectives that it will work to achieve, namely: to ensure that artistic and cultural talents and hobbies are constantly explored and appreciated, to provide an opportunity for the development of non-institutional hobbies and education to individuals’ exploration of their interests and artistic skills, to provide general education students with a high-quality foundation education in culture and arts, and to provide Higher Education and technical and vocational training students with high-quality educational and training programs in arts and culture to meet the needs. of the labor market, enable sustainable professional development for arts and culture practitioners and entrepreneurs, raise public awareness of the development of cultural abilities and create a positive image of artistic and cultural professions and talents.
This strategy stems from the belief in the importance of teaching culture and art and its impact on students, as it enables them to explore their identity, culture and society, increasing their affiliation and appreciation for cultural differences and diversity , especially in an era in which global societies are increasingly close, and also increases their capacity for personal expression and discovery of their skills Creativity, which leads to an increase in a sense of self-confidence, in addition to its contribution to the development of students’ social skills, and their positive impact on academic performance, as well as the importance of developing capabilities in culture and the arts as a necessity for the development of the creative economy, taking into account participation and interaction with the arts in various life stages as one of the influencing factors Innovators and entrepreneurs in various fields. In addition, the Ministry of Culture, in collaboration with the Authority for Architecture and Design, organized a virtual meeting on the cultural scholarship program and what it includes of opportunities and spaces for academic and knowledge acquisition in the most prominent international universities and the most prestigious academic institutions , in addition to explaining the application mechanism to join the program and obtain admission, while emphasizing specializations: cultural and artistic; Specifically in the field of architecture and design.
The meeting presented an introductory overview of the cultural scholarship program, which provides qualitative opportunities for Saudi male and female students, within the two tracks of those who gain admission in advance, and those who study at their own expense, in all cultural and artistic disciplines that fall. within the sectors of the Ministry of Culture, namely: fashion, architecture, design, museums, libraries, cuisine and antiquities Heritage, Literature, Languages, Linguistics, Film, Visual Arts, Theatre, Music, Food Science and Technology. The meeting reviewed a list of international universities targeted by the scholarship program, including ten universities specializing in the architecture and design sector, which received 201 scholarships in 10 majors out of 716 scholarships in all cultural disciplines.

The cultural scholarship program includes 12 main subjects, represented in: music, so that the student obtains the highest levels of training and qualification according to carefully prepared plans that enable him to master the use of musical instruments, with knowledge of music schools, their history and their most prominent features, and theater in which the student learns about the types of theater and their development, and visual arts which is a bundle of intersecting arts with other arts, the most famous of which are painting and sculpture, filmmaking, screenwriting, directing. and production, as well as literature, languages and linguistics, heritage and archaeology, cuisine, interior design, fashion design, architecture, libraries and museums, food science and technology, It is a specialization that aims to apply food science in the selection, preservation , processing, packaging, distribution and use of safe food.
